About this manual
The purpose of all emission estimation technique (EET) manuals in this series is to assist Australian manufacturing, industrial and service facilities to report emissions of listed substances to the National Pollutant Inventory (NPI). This manual describes the procedures and recommended approaches for estimating emissions from municipal solid waste (MSW) landfills, including those handling some hazardous wastes. It will also be relevant to landfills containing wastes of a similar composition to municipal solid waste, however, will not be applicable to some landfills accepting specific industrial or hazardous wastes such as waste rock or spoil dumps for mining.
The techniques outlined in the manual for estimating emissions from landfills are predominantly the basis for the landfill emission assistant spreadsheet (LEA).The landfill emission assistant spreadsheet (LEA). It is an Excel spreadsheet program to calculate emissions of NPI-listed substances to air and water. The model is based on a first-order kinetic model of methane production developed by the USEPA. The LEA is designed to calculate emissions of a number of NPI-listed substances for any number of landfill sites simultaneously in a NPI region. The equations and details of the data to be collected for estimating emissions from landfills within a reporting region is covered in the main body of the manual while Appendix C in the manual is designed to provide a guide to the practical use of the LEA spreadsheet.

Emission estimation techniques used in the manuals
Estimates of emissions of NPI-listed substances to air, water and land should be reported for each substance that triggers a threshold. The reporting list and detailed information on thresholds are contained in the NPI guide. In general, there are four types of emission estimation technique (EET) that may be used to estimate emissions from a facility.
The four types described in the NPI guide are:
- sampling or direct measurement
- mass balance
- fuel analysis or other engineering calculations
- emission factors
